Harry is UKCEH’s Associate Director of International Research & Development and Managing Director of UKCEH International Ltd. He provides strategic leadership for UKCEH’s global science portfolio, driving international collaboration and impact. Harry has led UKCEH’s overseas expansion, including establishing UKCEH International Ltd. and opening the West Africa Office, strengthening partnerships worldwide.

An experienced science leader, Harry has a proven record in delivering large-scale, complex research and operational programmes globally. He has advanced international knowledge-sharing networks, national data centres, and major research groups, positioning UKCEH at the forefront of tackling global environmental challenges.

Harry works extensively with the United Nations on research, policy, and capacity development. He is the UK’s Hydrological Adviser to the World Meteorological Organization (WMO), a member of its Hydrological Coordination Panel, and chairs the Global Hydrometry Support Facility’s Advisory Council. He also chairs the UK Committee for International Hydrology, coordinating UK input to the UNESCO Intergovernmental Hydrological Programme, and serves on the Governing Board of the University of Dundee’s Centre for Water Law, Policy and Science.

Previously, Harry led UKCEH’s Water Resources Systems Group and served as Deputy Science Area Head. Since joining CEH in 2007, he has held roles spanning hydrological data collection and management, including leadership of the UK National River Flow Archive, satellite-based river flow measurement, soil moisture monitoring, development of data sharing policies in the Balkans and capacity-building programmes in Southeast Asia. He co-led the creation of the India-UK Water Centre in 2016 on behalf of the UK and Indian Governments.
